Arkady Vasilevich Renko (ahr-KAH-dee vah-SIH-lehvihch REHN-koh), a senior homicide investigator for the Moscow Militia. Although he is the son of a Russian general known as a war hero, he refuses to use his father's standing to promote his career. He also rejects active Communist Party membership. This decision on principle taints his relationship with his wife, Zoya, and political disagreements facilitate their separation. He investigates a triple homicide in Gorky Park and initially wonders whether the case should be handled by KGB agent Major Pribluda. The brutal murders lack straightforward clues to motive, but he methodically picks apart physical evidence in order to pinpoint a suspect. He interviews Mosfilm wardrobe assistant Irina Asanova, who provides him with a link to the victims. He develops feelings for Irina, although he is unsure of her involvement in the case. He links an American, John Osborne, to the murders and suspects KGB involvement. This notion is reinforced when his colleague, plainclothes detective Pasha Pavlovich, receives a bullet in the back. The loss embitters Arkady, who blames Pribluda for Pasha's death. He becomes more determined to solve the murders and befriends William Kirwill, an American police officer who was the brother of one of the victims; they establish a beneficial “partnership.” He alienates Irina when he forces her to face her friends' deaths, but he flies to her rescue when he learns of her abduction by KGB officials. The ensuing confrontation ends in his near-fatal stabbing. After months of recuperation and KGB interrogation concerning Osborne, he agrees to aid in the fur trader's arrest in the United States. Arkady works with the KGB, but only for Irina's sake. Although he loves Irina, he leaves her in America, admitting that he could never be more than Russian.

Major Pribluda (pree-BLEW-dah), a KGB chief investigator and member of the Committee for State Security. He takes over for the Moscow Militia when cases involve foreign affairs. Pribluda holds duty to state far above any individual code of ethics, unlike Arkady. In order to protect KGB interests, he allows Renko to handle the Gorky Park murders, even though the victims appear to have international ties. When Arkady closes in on a suspect, Pribluda stymies his efforts using any means possible, including killing plainclothes detective Pasha Pavlovich to slow the investigation. He interrogates Arkady for months and acquires new respect for his former rival.

William Kirwill, an Irish American police officer from New York. His parents were members of the Marxist movement. He travels to Moscow to find his brother, James, and discovers that James was one of the three victims in the Gorky Park murders. After a scuffle with Arkady, the two become allies, although Kirwill's brutish temperament colors their friendship. Kirwill returns to New York, still tracking Osborne. He hopes to facilitate the defections of Arkady and Irina while avenging James's death. Osborne kills him in the final meeting with KGB agents.

Irina Asanova (ee-REE-nah ah-SAH-noh-vah), a Siberian working in Moscow as a Mosfilm wardrobe assistant. She knew the three Gorky Park victims but assumes that they left the country safely with Osborne's help. Arkady provides her with solid evidence confirming their deaths, but she fails to believe him. She falls in love with Arkady but still maintains a relationship with Osborne, hoping he might smuggle her out of Russia to join her friends. She agrees to help the KGB capture Osborne, but only after Arkady is delivered to America. She survives the final shootout and stays in New York.

Pasha Pavlovich (PAH-sha PAHV-loh-vihch), a plain-clothes detective working with Arkady. He aids in the Gorky Park investigation, collecting evidence and following Arkady's lead. While trying to retrieve a paneled chest that could provide clues to the prime suspect's dealings, he is shot by an unknown assailant.

John Osborne, an American, the president of Osborne Furs, Inc., and an informant for the KGB. He successfully smuggles live sables out of Russia and breeds them in America. He secures a second group of sables with the help of two Russians and one American. He later kills his associates and leaves their mangled bodies in Gorky Park. When the KGB closes in on his racket, he agrees to swap six sables for Irina Asanova, knowing that she wants to leave Russia. He is killed by Arkady after the KGB confronts him on his sable farm.

Zoya Renko (ZOH-yah), Arkady's wife, an active Party member. She openly has an affair with a coworker and leaves Arkady when she realizes that he will never climb the political ladder.

Andrei Iamskoy (ahn-DRAY YAHM-skoy), the chief prosecutor overseeing the Gorky Park murder case. Arkady trusts him. Iamskoy works with the KGB, misdirecting leads in the investigation to slow progress. When Arkady pins the murders on Osborne, Iamskoy tries to kill him but is shot by Irina.
