Public university

A public university is an institution funded by state government. In contrast, a private university, school, or college is self-funded and does not receive the main source of funding from a government body. Private universities, schools, or colleges may be nonprofit organizations and may be associated with a certain religious standing. Public universities, schools, or colleges are usually larger institutions than their private counterparts, and the classes are generally larger. The choice of subjects is broader in a public university. In the United States, students have a choice of liberal arts majors as well as specialized courses of study. While a private school may have a narrower subject choice of majors, private schools often focus on a specialized academic study program. Students may choose whether to attend a public or private university based on their personal preference. A public university is less costly than a private college; classes, however, are larger, and, thus, the student–teacher ratio may not offer the same individualized opportunity as a private college.

Background

According to the U.S. News and World Report, University of California-Los Angeles (UCLA) is rated as the top public school for 2025. This is the university's eighth consecutive year being ranked as such. University of California Berkeley ranked second place. U.S. News and World Report makes these determinations through quantitative measures of academic quality, such as graduation and retention rates, class size, the average federal loan debt of graduates, and schools’ academic reputation as assessed by members of academia and educational experts through the United States.

The UCLA's report of its ranking noted that the campus ranked highest in social mobility. Around one in three UCLA undergraduate students are either first-generation college attendees or from disadvantaged socio-economic backgrounds, yet these students graduate at almost the same percentage rate as the rest of the student body, around 90 percent. UCLA is also known as an important public research institution, bringing in millions of dollars in outside research funding each year, with forty faculty members named among the most influential researchers in the world in their fields. UCLA also boasts seven UCLA alumni and eight faculty members as Nobel Prize winners. Numerous awards from National Medal of Science, Pulitzer Prize, and Fulbright-Hays comprise distinguished accolades presented to the faculty.

Oxford University, the oldest university in England, opened its doors to teaching in some form in 1096. By 1231, the title universitas, or corporation, was given. The university consists of thirty-eight colleges and six permanent private halls. The university is known for both its high level of learning and as a center of intellectual debate. Admission is extremely competitive. Of the 23,000 people who applied for undergraduate study in 2023, 3,300 places were available. The number of graduate applicants for 2023 is given as 38,000, with 6,000 successful candidates.

Since its eight-hundred years since inception (celebrated in 2009), Cambridge University in England has held the reputation of a prestigious public institute whose admission requires top academic skills. The university suggests that in addition to the outstanding research and academic life, Cambridge offers student and staff interchanges and significant sporting and leisure activities. Like Oxford, Cambridge consists of a number of colleges, which contribute to a feeling of community.

Public University Today

Community colleges are a type of college offering lower tuition fees either in a private or public college context. The learning environment offers smaller class sizes, which may assist students requiring individual attention or support. Given that community colleges are accredited organizations, students are able to transfer between their two-year postsecondary community college education to a four-year college or university undergraduate course. A benefit of a community college is the substantially lower tuition fees than would be paid at a public college or university.

Public online universities have come to the fore in the twenty-first century in line with technological advancements and globalization. Many established public universities offer options of online study where students can achieve degree status. Other schools, though, are completely virtual to meet modern needs and lifestyles. The mission of the Open University, a public distance learning and research university, is "to be open to people, places, methods and ideas." Tuition is provided for online degrees and distance learning, for students within the United Kingdom and internationally. The university has a high reputation for providing undergraduate and postgraduate degree courses as well as being a home to research.

The American Public University founded in 2002 (part of the American Public University System APUS) and its sister school, American Military University founded in 1991, provide distance education opportunities for the general public and military learners, respectively. American Public University's focus is to make education more affordable and attainable and to integrate modern technology-driven learning experiences to familiarize students with global communication and demands.

University of the People (UoPeople) took the concept of "public" education to another level, challenging the notion of paying for education. Established by Shai Reshef as a private institution in 2009, the aim is to provide higher education for all. The mission of University of the People "is to offer affordable, quality online, degree-granting education to any qualified student" as the world's first non-profit, tuition-free, accredited online university. However, despite its allure, graduation rates have hovered between 15 and 30 percent over the course of its history for first-time, full-time students.

On a global ranking level, U.S. News Education chose public institutions from the United States and sixty other countries to rank them according to their academic research performance and their global and regional reputations. Of the top ten, seven are from the United States, including Harvard University, Massachusetts Institute of Technology (MIT), Stanford University, University of California-Berkeley, UCLA, University of Washington Seattle, Columbia University, and Yale University. The other three spots were awarded to University of Oxford, University of Cambridge, and University College London, all from the United Kingdom.
